This section provides special rules to determine whether arrangements for purchases of output from an output facility cause an issue of bonds to meet the private business tests. For this purpose, unless otherwise stated, water facilities are treated as output facilities. Section 1.141-3 generally applies to determine whether other types of arrangements for use of an output facility cause an issue to meet the private business tests.
